AMVETS and University of Phoenix Scholarship Program

Attached for your information and widest dissemination is a flyer on the Scholarship Program AMVETS and University of Phoenix has partnered up with to offer eligible service members, veterans and family members.  Through this scholarship program, fifty (50) scholarships will be awarded in the amount of $7,000 each to be applied to tuition at University of Phoenix.  The scholarship can be used towards the completion of an undergraduate or graduate degree program.  Recipients may choose to take courses at a University of Phoenix on-ground campus or University of Phoenix online.  Only the first 200 eligible applications will be considered.

          This coming Memorial Day of 2012, marks the 50th Anniversary of the USS Arizona Memorial.  Unfortunately, after nearly 50 years in salt water, the Memorial needs a lot of major repairs. In order to raise funds to preserve what remains of the sunken battleship USS Arizona, the final resting place for many of the 1,177 crewmen killed on December 7th, 1941.

          Our goal is to raise $80,000 of the $1,000,000 needed for the restoration of the USS Arizona Memorial.  This would also be a great opportunity to golf with our Returning Warriors, while honoring their service and sacrifice to the Nation.  Proceeds from this event will go directly to the refurbishment of the USS Arizona Memorial. We are proud to announce that Ms. Rocky Brown will be performing at our USS Arizona Memorial 2012 Golf Event & Banquet.

Born in Calamba, Laguna, in the Philippines, Rocky exhibited a keen enthusiasm for song and dance at an early age. She studied piano under the tutelage of her grandfather, who was the United States Army Band Conductor. At the tender age of sixteen, she moved to New York City, where she attended St. John’s University, and upon graduating, decided to pursue music full-time. It was at this time that her talent began to manifest itself.
Her career first started in 1987 with a single entitled “Let The Love Begin”, which was recorded in the Philippines. It became the number one song for that year which also became a gold single two weeks after it was released. She continued on to release her first CD in the Philippines entitled “Only A Dream”, while appearing in various television sitcoms, variety shows and TV commercials.
Meanwhile, in New York Rocky quickly gained ground in the entertainment industry, appearing on such television shows as “The Cosby Show”, “All My Children”, and had a recurring role as “Ky” in the daytime program “Another World”. She was also in New York University’s production of “Sweet Charity”. She went on to do her own cabaret act, a one-woman show, which gained rave reviews among the theater crowd in Manhattan.
The pinnacle, however, came in 1991, when she joined the original Broadway Cast of “Miss Saigon”. This experience achieved for her the vocal strengthening that she needed for the hardships of performing on the road.
After a successful career both in New York and the Philippines Rocky decided to trade in her dancing shoes for slippers in the warm and tranquil islands of Hawai’i. In 1995 she released the single “Love Song of Kalua” and went on to release her second CD in Hawaii in 1997 entitled “In Character”, that instantly made her a household name. Since then, she became the featured artist at the prestigious Hano Hano Room in Waikiki for 8 years. She has performed at Carnegie Hall, been featured with the Honolulu Symphony, and performed with Philippine’s well renowned singer/songwriter Jose Marie Chan at Foxwoods Casino in Connecticut. Rocky also opened a show for world famous jazz trumpeter and pianist Arturo Sandoval and performed with Grammy Award-winning vocalist, James Ingram at the Roy Sakuma Ukulele Festival.
Recently performed for 2007 “Return To Romance” music festival at the Hawaii Theater.

We are happy to announce that Governor Linda Lingle will be our Keynote Speaker at our USS Arizona Memorial 2012 Golf Event & Baquet fundraiser, and to honor our returning Warriors, on May 25th 2012 [Memorial Day Weekend].

Governor Lingle is the sixth elected Governor of Hawai`i. She is also the first mayor, first woman, first person of Jewish ancestry. She is also the first Republican to lead the Aloha State in over 40 years. In November 2005, she was awarded the Diversity Best Practices Award for Leadership in Government – the first such award for a state’s chief executive.

Governor Linda Lingle took office on December 2, 2002, committed to bringing about a “New Beginning” for the people of Hawai`i by making state government more open, transparent and responsive. Her success at accomplishing these vital goals led to her re-election in November 2006 for a second four-year term as the state’s chief executive with the largest margin of victory in any gubernatorial race in history.

With the assistance of Lt. Governor James R. “Duke” Aiona, Jr., Lingle has worked hard to expand and diversify the economy while returning fiscal discipline to government. She first served the people of Hawai`i in 1980 as a member of the Maui County Council, and went on to complete five two-year terms, three representing the island of Moloka`i. In 1990 she was elected Mayor of Maui County and served two full four-year terms. Under her leadership, job growth was faster in Maui County than anywhere else in the state.

Governor Lingle is a native of St. Louis, Missouri. When she was 12, her family moved to Southern California, where she attended public schools. She relocated to Hawai`i in 1975 after graduating cum laude with a journalism degree from California State University, Northridge. In 1976, she founded and began serving as publisher of the Moloka`i Free Press.

Peter B. Carlisle is serving in his first term as Mayor of the City and County of Honolulu, the 10th largest municipality in the United States*. Carlisle is the Chief Executive of approximately 10,000 employees in over 20 departments. He was elected in September 2010 to serve as Honolulu’s 13th mayor. Carlisle ran on a platform of political independence and fiscal responsibility.

The administration’s first proposed Capital Improvement Program to the City Council is the leanest in seven years. Carlisle’s long-term budget strategy is to decrease the amount of borrowing and drive down the amount of debt service paid through tax revenue. Not a member of a political party, Carlisle brings non-partisanship to the City administration with a new cabinet composed of experts from their industries, veteran City employees, and directors from the prior administration.

Peter Carlisle is serving in his 25th year as a City and County of Honolulu employee. From 1997 to 2010, Carlisle served as Honolulu’s elected Prosecuting Attorney. In 2008, he was elected to an unprecedented 4th term as Prosecutor. From 1990 to 1996, Carlisle was a partner at the law firm of Shim, Tam, Kirimitsu, Kitamura and Chang. Prior to that, he served as a Deputy Prosecuting Attorney for the City and County of Honolulu for 11 years.

In 2009, Carlisle was inducted as a Fellow of the American College of Trial Lawyers which is composed of the best of the trial bar in the United States and Canada. Membership is by invitation only and can never exceed 1% of the total lawyer population of any state or province.

As Prosecuting Attorney, Carlisle has personally handled the trials of several high profile cases. Carlisle was the lead attorney in the trial of Byran Uyesugi for the Xerox massacre, the deadliest mass murder in the history of the State of Hawaii. Uyesugi was convicted and sentenced to life in prison without the possibility of parole.

Carlisle’s administration as prosecutor was distinguished for its political independence and advocacy for common sense in the justice system, where among other things, he along with the law enforcement community, successfully pushed to implement Information Charging which created a more efficient way to initiate felony cases. During Carlisle’s administration, Honolulu experienced historically low crime rates which he credits to inter-agency cooperation and collaboration efforts.

After graduating in 1977 from UCLA Law School, Carlisle came to Honolulu, Hawaii where he met his wife Judy and raised his daughter Aspen and son Benson.

Dedication to Service Tulsi has dedicated her life to serving others.  Tulsi learned from a young age the importance of serving others and living aloha. Inspired and motivated by this spirit of aloha, Tulsi took this lesson to heart, and has tried to live her life dedicated to serving the people of Hawai‘i.

From a very young age, Tulsi has shown a passion for public service. Her commitment to serving the community and making a positive impact has influenced every major decision in her life. Her service has included working with at-risk youth, joining the Hawai‘i National Guard and deploying twice to the Middle East, being elected to the Hawai‘i State Legislature and the Honolulu City Council, having the honor of serving Hawaii’s people in the U.S. Senate as legislative aide to Senator Daniel K. Akaka, and continuing her ongoing work and leadership on environmental issues and projects.

The Early Years
Tulsi was born in 1981 in Leloaloa, American Samoa, the fourth of five children born to Carol and State Senator Mike Gabbard. At the age of two, the family moved to Hawai‘i, where they first settled in Wahiawa on Royal Palm Drive, where Tulsi’s sister, the family’s youngest, was born.

Learning First-Hand About Small Business Tulsi learned the challenges and rewards of small business at an early age, helping her parents with two successful family businesses, including “Hawaiian Toffee Treasures.” The long hours, hard work, and uncertainties inherent in getting a small business off the ground gave Tulsi first-hand experience in the business world and prompted her to focus on business in college, graduating in 2010 from Hawai`i Pacific University with a degree in International Business.

The Youngest Person Ever Elected to the Hawaii State Legislature
After her unprecedented election to the Hawai`i State Legislature in ’02, Tulsi represented District 42 in West Oahu. She was an effective, admired, and hard-working legislator who served on the Education, Higher Education, Tourism, and Economic Development committees.

A Truly Remarkable Military Career Highlighted by Self-sacrifice and Bravery
It is very rare that an elected official will voluntarily give up his or her position. Tulsi not only sacrificed her position in the State Legislature, she did so to serve her country and state in uniform in a war zone in Iraq .Her two deployments to the war-torn and dangerous Middle East revealed both Tulsi’s natural inclination to self-less service and her ability to perform well in situations demanding confidence, courage, and the ability to perform well as a member of a team. The same maturity and character that served Tulsi well in the Middle East makes her exceptionally effective in the political world.

Serving Hawai`i’s people in the U.S. Senate as legislative aide to Senator Daniel Akaka
In 2006, Tulsi went to Washington D.C. to serve in the U.S. Senate as legislative aide to Senator Daniel K. Akaka. There, she advised Senator Akaka on issues relating to energy independence, homeland security, the environment, and veteran affairs. Tulsi was proud to serve with Senator Akaka and continues to be inspired by his mentorship and deep love and aloha for the people of Hawai‘i and his commitment to public service.

Protecting Our ‘Aina – Co-founding the Healthy Hawai`i Coalition
At the age of 19, Tulsi co-founded Healthy Hawai‘i Coalition (HHC), a non-profit grassroots organization whose mission is to protect the environment and improve individual and community health. Tulsi was instrumental in developing HHC’s watershed education curriculum, which has been presented to more than 50 public and private schools statewide. Through her Healthy Hawai`i Coalition, Tulsi is active on issues impacting public health and the environment within communities across the state.

Councilwoman Gabbard presently serves on the Honolulu City Council.
After returning home from her second deployment to the Middle East in 2009, Tulsi offered to serve on the Honolulu City Council and was elected into office on November 3, 2010. Tulsi currently serves as Chair of the Safety, Economic Development, and Government Affairs committee, as Vice Chair of the Budget committee and is a member of the Zoning and Public Works committee. In her capacity as committee chair, Tulsi has taken the lead on many important issues such as medical waste, Asia Pacific Economic Cooperation (APEC), dengue fever, and creating new economic opportunities through Honolulu’s first Sister City Summit.

Tulsi is an Ideal Public Servant Who Listens to the People She Serves
Tulsi possesses a maturity and self-confidence that leaves her more intent on listening to what others have to say than in having her own views heard. Her life experiences have made Tulsi the ideal public servant: she is very comfortable with herself and is able to listen to others with genuine empathy and compassion.

Tulsi possesses the rare combination of youth and experience. With a lifetime’s experiences seemingly compressed into three decades, it is easy to see why many people perceive in Tulsi Gabbard a maturity and depth beyond her years.

We are happy to announce that Representative Kimberly Pine will be a guest speaker on Friday, May 25th, 2012 [Memorial Day Weekend], the USS Arizona Memorial 2012 Golf Event & Banquet fundraiser and to honor our returning Warriors, at Marine Corps Base Hawaii Officer’s Club and Klipper Golf Course.
As A Legislator: Representative Kymberly Marcos Pine was elected to the State House of Representatives in 2004 beating incumbent and former union president, Romy Mindo, with 60% of the vote. She represents District 43 which covers the areas of West Loch Fairways, West Loch Village, Parts of Ewa By Gentry, Puuloa, Ocean Pointe, Ewa Beach and Iroquois Point. She serves as the House Minority floor leader, and is the first Republican to be elected to this seat since statehood.
A trained journalist, Kymberly never imagined that she would be an elected official. Watching Ewa Beach being neglected by government leaders in the areas of traffic relief, school funding and crime, motivated her to run for office to ensure that Ewa Beach was no longer left behind. In just five years of being in office, Ewa Beach received a record $700 million for new roads, to fix Ewa Beach schools and various other projects that will benefit the people of Ewa Beach. Tougher crime laws were also passed.
Family: In the early 1900’s, Kymberly’s grandfather Nemesio Marcos immigrated from Ilocos Norte, Philippines with a few pesos, a picture of the Statue of Liberty, and a dream that his descendants will one day go to college and be spared the hardships of plantation life. He later went on to fight in World War II and was one of thousands of U.S. military soldiers who defended America during the attack on Pearl Harbor. Kymberly’s great grandparents on her grandmother’s side of the family emigrated from Pagansinan and Tarlac, Philippines. They worked on Maui and Ewa plantations. Her family was very poor back then and yet they worked hard to ensure success for future generations. This is one of the reasons that Rep. Pine is so passionate to the poor and why she works at U.S. VETS – HAWAII, a home for former homeless veterans.
Work Experience: Like her ancestors, Kymberly has a strong work ethic and a passionate desire to succeed. She graduated from the prestigious University of California, Berkeley where she obtained a Bachelors Degree in English. She has won numerous awards for her writing, and was the youngest to be appointed as Director of the Minority Research Office in the State House of Representatives. In this position, she ran a team focused on finding waste and mismanagement in government spending and creating new solutions to Hawaii’s problems. Her work in policy has received extensive coverage in local television, radio, and print media and has also been used by the Governor’s and Lt. Governor’s offices. She also held a position as an adviser on Governor Arnold Schwarzenegger’s campaign for after-school programs.
Hobbies: Public service is not the only part of Kymberly’s life that she works hard at. She is also an avid athlete. She completed the 42-mile Molokai channel race to Oahu and the Waikiki Rough Water Swim competition. In high school she was a well-known athlete as a member of the Hawaii Olympic Development Soccer Team, and was chosen as the Oahu Interscholastic Association West All-Star MVP player. She also was a well-known cross-country and track star, placing second in the OIA in various competitions.
In Ewa Beach, Kymberly is a member of the Our Lady of Perpetual Help Catholic Church where she is a lector and member of the Filipino Catholic Club, and a former AYSO Soccer Coach and is the former Chairperson of the Ewa Beach Weed and Seed Neighborhood Restoration Project.

VA Sec­re­tary Eric K. Shin­seki announces hir­ing of 1,600 new men­tal health care professionals

LANHAM, Md., April 23, 2012—AMVETS National Com­man­der Gary L. Fry expressed his sup­port today for the deci­sion to increase men­tal health staffing at the Depart­ment of Vet­er­ans Affairs by 1,600 pro­fes­sion­als. VA Sec­re­tary Eric K. Shin­seki announced on Thurs­day, April 19, the addi­tion of 1,600 men­tal health work­ers, includ­ing psy­chol­o­gists, psy­chi­a­trists, nurses, social work­ers and pro­fes­sional coun­selors, as well as 300 sup­port staff, increas­ing the men­tal health staff by nearly 10 per­cent. Hop­ing to reduce wait times and serve an increas­ing num­ber of return­ing war vet­er­ans, this increase in pro­fes­sion­als will sup­ple­ment the exist­ing work­force of 20,590 men­tal health staff. “As the tide of war recedes, we have the oppor­tu­nity, and the respon­si­bil­ity, to antic­i­pate the needs of return­ing vet­er­ans” Shin­seki said in a statement.

AMVETS rec­og­nizes that the VA faces sig­nif­i­cant chal­lenges ensur­ing that newly return­ing war vet­er­ans have access to post-deployment read­just­ment ser­vices and spe­cial­ized treat­ments while guar­an­tee­ing that all other enrolled vet­er­ans gain and keep access to effec­tive, timely, high-quality men­tal health ser­vices. This new hire ini­tia­tive fol­lows a VA review that deter­mined short­ages in the men­tal health staff resulted in longer wait times for vet­er­ans to receive treat­ment. Begin­ning imme­di­ately, VA hopes the new per­son­nel will help to meet the needs of an increas­ing num­ber of vet­er­ans who are seek­ing men­tal health care.

I applaud Sec­re­tary Shinseki’s action to address the crit­i­cal issue of vet­er­ans’ men­tal health care by adding the skilled and trained pro­fes­sion­als we need in this area,” said Fry. “AMVETS will con­tinue to work with our part­ners at VA, in Con­gress, and the Obama Admin­is­tra­tion, to ensure VA has the resources nec­es­sary to meet the needs of our Amer­i­can veterans.”

Since 2007, VA has expe­ri­enced a 35 per­cent increase in the num­ber of vet­er­ans who receive men­tal health ser­vices. Untreated and unhealed phys­i­cal and men­tal health com­bat injuries play a sig­nif­i­cant role in the num­ber of mil­i­tary and vet­eran sui­cides. VA reports that 18 vet­er­ans take their own lives each day, total­ing 6,750 vet­er­ans’ sui­cides per year. In a Fall 2011 sur­vey, 40 per­cent of the sur­veyed men­tal health providers gave a wait-time of 14 days for appoint­ments. Result­ing from staff defi­cien­cies, this wait-time proves crit­i­cal as vet­er­ans face life-threatening issues and are left with­out avail­able pro­fes­sion­als to pro­vide sup­port and treatment.

Chair­man of the Sen­ate Vet­er­ans’ Affairs Com­mit­tee U.S. Sen­a­tor Patty Mur­ray will hold a hear­ing on Wednes­day, April 25 to dis­cuss the defi­cien­cies in vet­er­ans’ men­tal health care and to hear the Inspec­tor General’s find­ings on the sub­ject. “Too often we have seen staff vacan­cies, sched­ul­ing delays, and red tape leave those vet­er­ans who have been brave enough to seek help in the first place left with nowhere to turn,” states Mur­ray in a state­ment. The VA has taken the first steps in solv­ing the prob­lems involved in vet­er­ans’ men­tal health care and AMVETS actively sup­ports these ini­tia­tives in aid­ing our nation’s veterans.

This Memorial Day marks the 50th Anniversary of the USS Arizona Memorial.

In the past 50 years, time, exposure to the elements, and the daily foot traffic has left the USS Arizona Memorial in need of major repairs. Thus the National Park Service has asked Pacific Historic Parks to lead the fund raising efforts to raise approximately $1,000,000 to restore the Memorial.

One of the major fundraising events for the Memorial is the American Veterans’ 50th Anniversary USS Arizona Memorial Golf Tournament at Kaneohe Klipper Golf Course on May 25, 2012. Proceeds from this event will go directly to the refurbishment of the USS Arizona Memorial. For more than 60 years, we in AMVETS have taken to heart the credo of service set forth by our organization’s founding fathers. In so doing, we endeavor to provide our fellow veterans with the type of support they truly deserve. This outreach effort takes many forms, from the professional advice our service officers offer on earned veterans benefits to our legislative efforts on Capitol Hill to the work done by our hospital volunteers. Other AMVETS members involve themselves in a range of initiatives aimed at contributing to the quality of life in their local communities.

These two areas—veterans service and community service—drive the commitment we have to make a difference in the lives of others. Schools on military bases could close under defense cuts

WASHINGTON -- If massive Defense Department cuts go through next year, little-noticed potential victims on the chopping block include the schools on military bases in the U.S. and abroad.

The cuts could close some of those schools, cut employees and possibly increase the size of classes in those schools that remain open, according to an analysis of the cuts prepared in September by the Republican staff on the House Armed Services Committee. The analysis did not name any specific schools.

Parents potentially could pay $2,200 per student for enrollment in the remaining schools, the analysis said.

In addition, the Defense Department would no longer pay school districts for the impact of large numbers of students from military families attending local schools, according to the report.
 
In offering an overview of his agency's five-year budget on Jan. 26, Defense Secretary Leon Panetta did not mention closing on-base schools as part of a broad effort to reduce military spending by $259 billion. But he said the cuts required "a series of tough budget choices."

President Obama on Monday releases his fiscal 2013 budget proposal, a document that will include far more detail about specific reductions.

Defense officials last week declined to elaborate on the school-closing threat. "Until the president releases the budget, we won't have anything further to add about potential cuts," said Lt. Commander Kate Meadows, a Pentagon spokeswoman.

Ryan Brus, spokesman for Fort Knox near Louisville, Ky., called potential school closings "pure speculation."

"It's too early at this point (to comment) since no decisions have been made," he said.

Congress last year was unable to agree on legislation to reduce the debt and deficit. As a result, under provisions of the August debt limit deal, automatic cuts totally $1.2 trillion over 10 years are scheduled to kick in next January. Half of those cuts would come from domestic programs and half from military programs.

For defense programs, that means the $600 billion in cuts would be on top of the $259 billion in cuts over five years that Panetta and the White House will propose on Monday.

Some Republicans in Congress are sponsoring legislation to postpone the automatic defense cuts, but Obama has said he would veto such an attempt without a bipartisan accord on long-term spending cuts.
If Congress and the White House fail to stop the automatic cuts, the schools would be among numerous programs where reductions would be required, according to the House armed services panel's GOP staff analysis.

The Defense Department Education Activity operates 120 schools overseas, with 64,000 students and 7,800 employees.

The department also has 70 schools in the United States, with 34,000 students and 4,600 employees.
The on-base schools already have attracted bipartisan attention from the presidential debt commission and from lawmakers looking for ways to reduce government spending.

In November 2010, the co-chairmen of the National Commission on Fiscal Responsility and Reform issued a "list of illustrative savings," although they conceded not everything on the list was backed by the other commissioners.

But Democrat Erskine Bowles and Republican Alan Simpson said that moving the children of military personnel out of base schools and into local schools should be considered because it would save the Defense Department $1.1 billion by 2015.

"These domestic schools exist despite the fact that nearly all military members live off base and send their children to local schools," the co-chairmen wrote. "The program was initially established when schools in the South were segregated, however it is no longer clear why the system is still necessary…"

Sen. Tom Coburn, R-Okla., proposed an amendment to the defense authorization bill in November that would have closed all schools on U.S. bases, essentially embracing the Bowles-Simpson recommendation. The amendment was never taken up by the Senate.

Coburn pointed to a series last summer by the Center for Public Integrity's iWatch News that found that three out of four military-run schools were beyond repair or required major renovations.

Pentagon report cards sent to Congress in 2008 and 2009, obtained by the center, revealed that almost 40 percent of Defense Department-run schools were in the worst category of "failing," which meant it cost more to renovate than replace them. An additional 37 percent were listed as in "poor" condition, requiring major renovations or replacement.

The National Education Association opposed Coburn's effort, as well as an amendment by Sen. Mark Warner, D-Va., to study the feasibility of moving to schools to the Department of Education or closing them entirely and sending students to nearby schools.

"Our nation's Department of Defense schools offer an excellent education," the NEA wrote to senators. "In fact, many families admit to choosing to remain living on base so their children can attend these schools.
"Educators in DoD schools have special expertise in dealing with the unique needs of military dependents, including helping children deal with frequent relocation and the psychological effects of having a parent deployed, particularly if the parent is sent to a combat zone."


VA budget recommendation includes allocation for DoD-integrated EHR

Roughly $2 billion of the U.S. Department of Veteran's Affairs' $3.3 billion IT budget, proposed this week, would be allocated toward healthcare systems, according to an article in Nextgov. Overall, the VA's total discretionary budget, FierceGovernmentIT reports, would total slightly more than $61 billion.

Specifically, more than $221 million would be used for joint records projects between the VA and the U.S. Department of Defense. VA requested $169 million for VA-DoD integrated electronic health record systemand $52.9 million for the Virtual Lifetime Electronic Record (VLER) project, which was expanded last fall. The VLER pilot initially was launched in April 2009.

In a recommendation report, four veterans service organizations--AMVETS, Disabled American Veterans, Paralyzed Veterans of America and the Veterans of Foreign Wars--called the proposed spending figures fair, but also called for more funding for the "continued revision of medical care collections," in addition to maintaining construction budget levels "to maintain the infrastructure for a quality VA healthcare system."
"Our government has a moral obligation to provide the necessary resources and put in place policies that will ensure timely, accurate decisions on disability compensation claims and guarantee prompt access to a full range of top-quality healthcare for our nation's veterans," Disabled American Veterans National Commander Gary Fry said in a statement this week.

According to Nextgov, the VA could possibly be rethinking the decision to host its EHRs in data centers operated by the Defense Information Systems Agency, a process that's expected to begin next month.

Lawmakers question whether sequestration cuts would hit veterans

WASHINGTON — Veterans programs would see a significant boost under the budget proposal laid out by the White House this week, but lawmakers were more concerned Wednesday about whether the looming threat of automatic defense funding cuts could undo those positive numbers.

House Veterans Affairs Chairman Jeff Miller, R-Fla., said questions of whether congressionally mandated defense spending cuts — part of a sequestration mechanism agreed upon last summer — have left veterans “twisting in the wind” and threaten to undo positive steps in their support programs.

The sequestration agreement, to be enforced starting next January, will force more than $500 billion in defense spending reductions over the next decade, along with corresponding cuts to other domestic, non-defense initiatives.

White House officials have declined to issue a formal ruling on whether those cuts could include veterans programs, although lawmakers have said they did not intend the Department of Veterans Affairs to be included.

Miller accused the White House of delaying an answer on the veterans issue to pressure Congress into finding alternative cuts, and promised to offer new legislation in coming days which would exempt the VA from any sequester reductions.

“There is enough pressure to act already without threatening veterans,” he said. “One way or another, a decision must be made.”

Democrats on the committee dismissed concerns about political gamesmanship, but echoed concerns that the looming cuts could hurt veterans.

In contrast to the contentious defense budget debates being held on the other side of Capitol Hill on Wednesday, committee lawmakers from both parties offered support for the veterans portions of the White House’s fiscal 2013 budget plan, which would boost discretionary spending for veterans programs by 4.5 percent.

VA Secretary Eric Shinseki said the funding boost comes at a time when the department already working to serve about 1.4 million Iraq and Afghanistan veterans and anticipating another 1 milllion new veterans leaving the military in the next five years.

The increased funding will go toward reducing the benefits backlog, including improvements to claims processing systems, he said. The department is also seeking more money for mental health services, initiatives to help homeless veterans, and programs focused on medical access for female veterans.

The budget plan also calls for $1 billion for the president’s new Veterans Job Corps proposal, which would hire Iraq and Afghanistan veterans as public safety and park service employees. Conservatives on the panel said they remain concerned about the lack of details on that program, even with the employment problems facing that veteran population.

Navy gives pink slips to nearly 600 senior NCOs

YOKOSUKA NAVAL BASE, Japan — The Navy is forcing 593 senior enlisted members to retire or transfer to the fleet reserve after concluding its senior enlisted continuation board, according to a Navy press release Wednesday.

The number is more than the two previous years combined, and represents one of multiple efforts to pare down a force facing budgetary pressures from the Pentagon and Capitol Hill.

The 2013 White House budget released Monday funded 322,000 active duty sailors, 3,000 less than this year’s estimated end strength. The figures continue a downward trend in force strength over the past seven years, according to Navy data.

The board met Dec. 5 and evaluated 7,684 active-duty sailors in pay grades E-7 through E-9 with more than 19 years of service.
 
Unlike other recent boards that have cut thousands of junior enlisted sailors from the active-duty ranks, the senior enlisted board did not have a quota, according to the news release. The decisions to separate the senior sailors from active duty were based on their individual performance evaluations, according to the news release.

The 2010 senior enlisted continuation board chose 336 senior sailors to retire or transfer, while the 2009 board chose 158 sailors, according to Navy data.

USS Arizona Memorial 50th Anniversary Needs

This coming Memorial Day of 2012, marks the 50th Anniversary of the USS Arizona Memorial. Unfortunately, after nearly 50 years in salt water, the Memorial needs a lot of major repairs. The National Park Service has announced its plans for the refurbishment of the USS Arizona Memorial which will cost approximately $800,000 to repaint and restore the Memorial. The restoration will include the replac...ement of the entire marble wall in the shine room, which displays the names of the fallen heroes.

The USS Arizona Memorial is built over the remains of the sunken battleship USS Arizona, the final resting place for many of the 1,177 crewmen killed on December 7, 1941 when their ship was bombed by Japanese Naval Forces. This loss of life represents over half of the Americans killed during the worst naval disaster in American history.

Hardee’s Presents $10,000 to AMVETS Healing Heroes

ST. PAUL, Minn. – Jan. 4, 2012 - Hardee’s and local franchise operator, MRG Management, Inc., have come together in a big way today to help military families in need. MRG Management, owners of the St. Paul, Minn., Hardee’s, in collaboration with CKE Restaurants, have graciously donated $10,000 to the AMVETS Healing Heroes program.

The funds for the donation came from CKE Restaurant’s “Stars for Troops” fundraiser that was held in mid-2011. The Hardee’s of St. Paul participated in this fundraiser along with other Carl’s Jr. and Hardee’s restaurants across the country, where they sold a commemorative paper “star” that was personalized and displayed in the local store for $1 each. The three week long campaign raised more than $1 million nationwide, and $10,000 of those funds have now been donated to AMVETS Healing Heroes in Minnesota.

The AMVETS Healing Heroes Program provides grants to family members of traumatically-wounded veterans to pay for the costs associated with travel which allows them to be at the sides of their recovering veterans – where they belong.

“Since World War II, AMVETS has proudly stood up for the men and women whose sacrifices ensure the very freedoms we enjoy every day as Americans,” said AMVETS National Commander Gary L. Fry. “Today, Hardee’s joins us shoulder-to-shoulder in our mission of service to our American heroes, demonstrating an uncommon commitment to social responsibility and true patriotism. I thank Hardee’s for its generous contribution.”

A unique feature of this non-profit program is that 100 percent of all money donated to AMVETS Healing Heroes is purposed for these grants, with nothing being spent on administrative overhead.

“We are dedicated to the success of the communities we operate in, and pride ourselves in giving back to the community whenever it is possible for us to do so,” said Leah Pidde of MRG Management, Inc. “We are proud to be working with AMVETS and the Healing Heroes program, because we believe in the work they are doing to help veterans not only in our community, but in other communities around the country.”

If Duane Miskulin has his way, those vets will benefit from a coordinated effort.
Miskulin, a former national commander for American Veterans or AMVETS, a national advocacy group for veterans, is working to revive the Portage County Allied Military Veterans Council.
The group helps coordinate the county's 13 veteran service organizations, such as the American Legion and Veterans of Foreign Wars. The council helps to make sure different groups' fundraising events aren't scheduled for the same day, for example, or that an honor guard can attend local ceremonies.
Miskulin said the need for the group is even more pronounced with veterans coming back from Iraq and Afghanistan recently and existing organizations looking for ways to best serve them.
"We need to get all 13 of us working together in the community," Miskulin said.
Miskulin is a veteran himself, serving in Ankara, Turkey, for six years in the U.S. Air Force until 1966. He went to work at AT&T, and after retiring 21 years ago, devoted himself to veterans affairs.
He worked with a number of veterans service organizations, eventually becoming a national commander of AMVETS, serving through Post No. 1051.
Miskulin traveled the world while in the role, speaking in Hawaii, China and South Korea.
Miskulin said the purpose of the council is to help all the service organizations to better serve the veterans in the county. It will help the groups coordinate their fundraising efforts and support each other without duplicating services.
"It's so we'll have an organization, so each one doesn't detract from the other," said Portage County Veteran Service Officer Mike Clements.
